This is not because phoneticians cannot agree on which symbols to use, but rather because different styles of transcription are more appropriate in one circumstance than in another. Another reason for using [ j ] is that in many languages (German, Dutch, Norwegian, Swedish, and others) this letter is used in words such as ja, which are pronounced with a sound that in the English spelling system would be written with the letter y.
