Air power’s contribution was easy to label as puny and insignificant. If it was to achieve its potential it needed to show that it could play a crucial role that could help ground manoeuvre at the grand-strategic scale. They detected a large German formation on the ground that was passing through the area. What they had seen were elements of General Alexander von Kluck’s plan to initiate the right wheel of the Von Schlieffen plan. The eye in the sky had detected the beginnings of a grand-strategic manoeuvre.

In the Balkans in the 1990s and subsequently in Baghdad after 2003 the role of intelligence collection moved from an overriding emphasis on the strategic to the operational and tactical levels of command. One indication of that shift started to occur over the Balkans. On station over the Adriatic Sea, as the Serbians learnt from the destruction wrought on the Iraqi radar systems at the start of the First Gulf War, the Nimrod R1 found the levels of radar activity low. The threats of the radar-seeking missiles used in the First Gulf War had made the Serbians nervous about leaving their radars on for any period of time.

In Mali in 2013, however, the French demonstrated that the strike element of air power does not always have to be applied in the context of a multi-national coalition. Quickly the United States also offered air-to-air refuelling tankers and the RAF provided a Sentinel R1 ISTAR platform to help locate targets on the ground in Mali. The speed with which the Islamic extremists were forced into a volte-face in Mali is yet another testament to the application of air power in surgical strikes supported by ISTAR assets.
